The Department proposed to include its long-standing interpretation that tiffany earrings clearance prohibits 14- and 15-year-olds riding outside of motor vehicles in Reg. 3 at SEC 570.33(f) (new). The Department also proposed to revise Reg. 3 at SEC 570.34(o) (new) to permit 14- and 15-year-olds to ride in the enclosed passenger compartments of motor vehicles, except when a significant reason for the minors being passengers in the vehicle is for the purpose of performing work in connection with the transporting--or assisting in the transporting--of other persons or property. The proposal required that each minor must have his or her own seat in the passenger compartment, each seat must be equipped with a seat belt or similar restraining device, and the employer must instruct the minors that such belts or other devices must be used.
